On January 12, Mykola Chechotkin, Head of the State Emergency Service, took part in a regular conference of the State Commission on Technogenic and Ecological Safety and Emergencies, at which participants considered and approved the draft Action Plan of Central and Local Executive Bodies and Local Governments loods and floods in 2021.
Mykola Chechotkin presented the draft Plan and noted that it envisages the implementation of a set of measures for early preparation of the relevant infrastructure, forces and means of central and local executive bodies and local governments to act in case of threat and emergencies during ice drifts and floods.
"SES will ensure control over the implementation of the Plan by analyzing the reporting materials, as well as conducting random inspections of their implementation in the executive and local governments," - said the Head of the SES. Mykola Chechotkin stressed that the approval and implementation of the Plan will ensure the timely adoption of preventive measures by the authorities to preserve human life and health, minimize the negative consequences in the event of such emergencies. Minister of Development of Communities and Territories - First Deputy Chairman of the State Commission Oleksiy Chernyshov noted that given the negative consequences suffered by the western region during large-scale floods in the summer of 2020, it is extremely important to prevent such a situation in the future. Mykola Kulbida, director of the Ukrainian Hydrometeorological Center , noted that the reduced water content of the spring period can be predicted in advance. However, it will probably be possible to say when the conditions for forecasting will be created in Ukraine - in February-March. Separately, Mykola Kulbida informed the audience about the worsening weather conditions, which are expected at the end of the week.
"Starting from January 13, in the eastern, Sumy, Poltava, Dnipropetrovsk, Kherson, Zaporizhia oblasts, significant snow is expected with a snow cover height of 5-15 cm, which will be accompanied by wind gusts of 15-20 m / s, blizzards. On January 15-16 in Ukraine a significant decrease in temperature is expected: at night to 12-18 ° frost, in some places in the northern regions to 21 ° frost, in the daytime to 10-16 ° frost. The cold weather will continue on January 17-18, "Mykola Kulbida said, adding that this situation is related to the movement of a cyclonic vortex from the south of the Black Sea.
In turn, the Head of the SES said that in order to respond in a timely manner to possible emergencies during this period, the Service has developed a set of measures for local governments, timely application of which will help prevent injuries and deaths, reduce the negative impact of weather on infrastructure. The participants also considered and approved the draft Work Plan of the State Commission for Technogenic and Ecological Safety and Emergencies for 2021. It provides for the consideration of topical issues in the field of technogenic and ecological safety of Ukraine depending on the season and man-caused load.
